I have SL set to sign in at my home point in Mavericks, and actually spend most of my time in that sim. Every single time I sign in, even if I just relog for a moment, it redownloads ALL of the textures, including the texture used for the ripple effect on the water. I get this effect even if I go to a new sim and come back. This is what the water looks like when I sign in:  What is the point of the cache if it doesn't even store a common texture like the texture used on the water?

Perhaps the problem is loading the texture into memory versus loading the texture into local disk.
Something like that should be immediate, but when you are loading 100s of other textures, I can see where it might be a bit slow. For example, try loading 100 pictures in Gimp or Photoshop all at the same time.
So, the question might be .. why isn't water cached in memory? I think it should be, but then I have water around my property.

I get gray loading textures with white outlines on plywood, which should be part of the static client textures. To answer your question, Cris, how the cache works is very very badly, if at all. I bet you knew that already.
