zOMG! There are minors on the main grid?! Meh! So what? Just wait long enough...and then they won't be minors anymore! Problem solved! (and with minimal effort! ) Maturity is about having legal authority over your body. Maybe ALL new avatars's should have in-world guardians or parents legally responsible for them until they reach an in-world 'age of maturity'. I can see the adoption lines at the welcome center now.  Sorry, Lil'Orphan Newbie, you can't enter the grid without a parent or guardian. yes yes a holding area for minors. --willing "adults" could select and adopt the minor of their choice complete with color coordinated umbilical cord! (which of course would implode once the lil'bugger comes of age and becomes a REAL person.)
or how about... -- MAMA objects! where multiple virtual apron strings could tether in the roamings of minors on the main grid to a common minor "maypole". (works for the three dobermans that live down the block) lol...
this all sounds quite silly and is of course 100% humor. i invoke the threadbearers disclaimer in kind. any serious posters-please refer to the original first post of this thread and its well spoken legal mumbo-jumbo.

We should make a game out of 'raising' new citizens! Let any citizen adopt a newbie off the welcome grid and escort them to the main or teen grid as a 'ward'. If the ward gets AR'd, then their guardian gets a copy of the AR and has the power to send their ward back to the welcome grid, either as temporary detention, or they can disown them! If the ward gets three AR's against them (from different people), they automatically go back to the welcome grid, their guardian gets a "Bad Parent" point. If they get 3 bad parent points and they can't adopt newbies until a bad parent point expires! If a ward goes premium, buys via the LindeX, is active in-world for a cumulative number of hours greater than 40 without an AR, then give the guardian a 'Good Parent' point that sticks around for a few months. I suppose 'good parent' points should be redeemable for something... Hmm.
