No inventory access
Um, no because you want to let them buy and accumulate some stuff. That's part of the 'hook' that keeps people coming back. But mebbe some sort of inventory restriction. Such as no more than 1,000 items and no ability to transfer items. Not sure how that would be implemented.

Pop-up menu appears to choose between a dozen or so default avatars (which i've heard LL is working on)
Fine... but what if they want to buy a furry / mech / whatever av?
Bad idea..... I'd suggest a limit on L$. Such as a maximum of 5000L$ per month, no ability to cash out or transfer L$. OK, some people might game such a scenario but I do feel that it's important for 'Visitor' accounts to be able to buy goods in-world so that they have a taste of what's available if and when they decide to unlock their account.

Can not enter M areas
No, for exactly the same reasons Travis gave.

Linden Lab reinstates age verification as an optional step to sign up
I'd prefer Identity (which would include age) Verification. And make it a required step for both a Basic and Premium account.

M areas require age verification
Hmmm..... but if the Teen Grid is gonna implode as a result of migration, then it would be a neccessary move on LL's part to cover their asses.

Premium accounts must be age verified.
Yes, or Identity Verified which could be a bit more thorough.

On the profile, it indicates whether or not someone is age verified.
Yes, make that age & ID Verified. Though this might not be 100% essential.

Land options to allow access to only verified avatars
Yes, a very useful option. And if this can be implemented 'behind-the-scenes' then it can be anonymous and automatic so that there would be no need for a player's age status to be displayed in their profile.
I would also add limited object and script creation facilities so that they can experiment a bit and get a feel for the creative possibilities. As I've suggested before, the sandbox option, if that's possible to implement.
