They're talking about your inventory.
They do that so that, thirty days from now, when you realize "Oh, shit, I don't want to cancel my SL account," they can restore your inventory and then you won't come here to complain that Linden Lab trashed your inventory.
What's the big deal?

However as i have reciently learned, do not delete an account if you intend on making a new name using the aforementioned deleted accounts credit card or mobile phone used for verification. Even though you are deleted, your number stays and you won't get another free basic.

Yes, deleted accounts are included in the '2 accounts per credit card, 5 accounts per household' rule. So you delete an account and you do NOT get that slot back.
Really, I fail to see the reason behind this. Its not like you can game the stipend for an account that no longer exists.

Damn, I deleted an account so I could change the name with a new account. Yes, I expected to pay another $10.00 for the account, I wasn't "gaming" the system, I just finally gave up on the possibility of changing my name. I guess I better reactivate it. Why on earth would they *not* allow this?

Presumably so that people can't just keep deleting their accounts whenever they get into trouble and coming back under a new name for free.

They are looking for quality rather than quantity. They don't really want to become just a place where people come for throw-away 10mn flings as temporary IDs. The community becomes a market asset only as soon as it exhibits a certain level of stability and involvement from the person behind the keyboard. Which won't happen if you're not committed one way or another to your online identity.
At least that seems to be their reasoning.

From: Ordinal Malaprop Presumably so that people can't just keep deleting their accounts whenever they get into trouble and coming back under a new name for free. LL has complete records of these deleted accounts. I do not see how, given this list, some could fool LL. If you get in trouble, your creditcard/SMS/household gets tagged. Deleting an account and then establishing a new account on the same creditcard/SMS/household does not interfere with the abilty to know that the user of that creditcard/SMS/household is a troublemaker and that the creditcard/SMS/household in question should be banned. As the situation stands, sounds to me like if said troublemaker gets a new creditcard/SMS/household there is nothing to prevent them from creating a new account anyway. What does counting the deleted account of a nontroublemaker creditcard/SMS/household result in except a slot that can no-longer be used? -Ghoti

I was under the impression that sanctions for abuse applied to ALL linked accounts. It never occurred to me that not only do they not let you change a name (even for a fee), but they don't even let you do it this way. That's just NUTS.

What does a never-used account left unused because you quickly realised that the name was a mistake do to help create "stability"?

From: Cocoanut Cookie Maybe you can't delete account so population numbers won't go down? Except you can delete an account. And Linden Lab will hold onto your inventory data for 60 days. In case you change your mind. edit: The population number isn't based on total rows in some table in LL's SQL server. It's based on accounts that show activity within a given period.

From: Cocoanut Cookie Oh, okay. And the holding onto inventory is a GOOD thing. It absolutely is. With the volume of data they're already carrying, sixty days of "just in case" holding for expired accounts is trivial, especially given the sorts of E-Mails and phone calls they might get otherwise. "OMG I CANCELLED MY ACCOUNT LAST MONTH BUT NOW I WANTED TO COME BACK AND OMG I WAS WORKING ON THIS PUPPY AND NOW IT'S GONE I DON'T WANT TO START AGAIN PLEASE HELP ME PLEASE"
