I do believe that LL are working quickly and intently toward providing software that will allow people to host an Internet-based service over what amounts to an SL protocol. 3D webish metaversal type thingy here we come!
But, Second Life, the flagship grid, already contains loads of material not suitable for minors. Ergo, the next development my sensibility thinks will be sprung on the commuuuuuity is an API that will facilitate estate owners setting up customized account management procedures. The odus of age verification, necessary to access an area of the grid, will suddenly shift to the landlords.
Of course LL will still be responsible for access to the mainland estates, unless of course they sell them off to some management firm, or change them all to PG and start enforcing those restrictions everywhere.

I have to agree with Khamon except for 1 point. Mainland estates will fall to parcel owner. With LL taking the position they just rent out server space to the websites(parcels) the content and access restrictions being the responsibility of the individual admin.

There is a rumour to this effect going around, but to be perfectly honest I can't see LL getting it up and running in a useable form anythine soon, given their track record in the 14 months I've been around... Maybe they'll prove me wrong?

One or two Lindens have boasted in public channels (IRC) that they've been able to run a simulator on their laptop. It still requires the "server Ah Hell the central Asset Server" (thanks for that Kahmon) but that's enough to convince me they they've got it somewhere in the giant list of things they want to actively develop. I've no idea how fast though.

In fact, I doubt it'll be released by Linden Lab as owned by Linden Research. However, I can see LL dropping the responsibility of age verification on the residents in a hearbeat, or next week, which ever comes first.

I don't have the faintest idea how to impose age verification on my sales (animations). Should I put up a sign? Just dismantle my mature content? What?
How long do I have to come up with something? Is this awful decision to stop credit-card checking already live?

You are probably already selling to minors Ricky. Not that this couldn't have happened before, of course. But at least there was a kind of safety net in the form of the account verification. Well, that's exactly what Philip said: He wants to turn SL into an open standards 3D web, with decentralized servers and content. Account verification, among just about everything else, will ultimately be on the content providers.
IMO, this idea is doomed. Walking around a 3D walmart SL site with your friends does not have enough added value to justify the resources required (bandwidth, hardware, client download...). It will always take so much longer to render and navigate than 2D HTML.
Never mind, this won't be the 1st "3D web" concept to fail.
PS. Yes Ricky, it's already live since 2 weeks ago!

That may be their long-term plan. As of right now, I don't think any court will view SL differently from any other game or online content provider because that is all they are. They are responsible for who gets access to their "platform", not the users, and they will be held accountable. But then again, I'm not a lawyer, nor do I create mature content in SL. But I did stay at a Holiday Inn last night.
