a community sim modeled off of something more RL
the island is owned by a seperate body that does not take part in the community, only coming into play when technical issues arise such as permission
a democratic council goverment system that oversees or governs over an island taxes that pay for the salary of the council members, and builders and scripters from the community, council votes on laws, certain laws must be passed by a majority of islander ihabitants, or if there is more than one island and it must be a majority of all country inhabitants. Taxes can be determined by land ownership (given) and possibly propected income. All inhabitants must be wearing a special attachment that allows for pop count, and surrendering of teleport under certain circumstances (i.e. jailing). penalty for jailing will be temporary-permanent ejection from the island
I have alot more ideas the attachment thing may sound kind of 1984 to you, but it is just an experiment idea

If you leave out the horrible 1984 like qualities and assume a beneficial government run by the nice people who live there, you have essentially duplicated Neualtenburg. If you can live without the domination aspect, just join Neualtenburg.
