What happens when a region owner disables physics and/or collisions. Is the sim still useful?

Depends which one you disable. Disabling collisions might theoretically be useful; but disabling physics certainly isnt (cant move).

But a sim owner can get a camera just about anywhere in the entire sim so it might be useful for finding a griefer and getting rid of the problem. So I guess that's what it's really for.

I saw an ad yesterday that claimed a mall sim was low lag because collisions were disabled.

Collisions can cause terrible problems for a sim especially if some physical object gets trapped in some tight corner and the collision handlers in the scripts aren't written efficiently. LL call that state "Deep Think"! Havoc is a pile of poo imho! Recently when I'm around and I see very low dilation in Svarga I check the collision list (estate tools/Debug) and notice many times it's caused by Avatars sometimes registering 10's of 1000s in the collision counter ! This might be a new bug ? So far I havn't been checking whether the AV in question is covered in prims, could be that. This kind of lag doesn't seem to last for long and could also be one of the symptoms of that heavy lag that affects sims for short periods. Mind you, I havn't seen this happen since the last update, perhaps this is one of the things they fixed.
