It is for me too. Running an ATI 9200 with Omegadrivers.
Honestly, I don't consider it a loss, but if you want it, I think it has to do with getting the latest drivers from whomever made your card.

I believe ripples are only available if your video card supports pixel shaders.

Get a newer card, preferably a Geforce 6600GT or equivalent card otherwise the performance hit you'll take from enabling water ripples on anything lower isn't worth it. My overclocked GeForceFX 5500 256mb AGP card's local frame rates drop to 5 - 7 fps from 15fps with it enabled, not as bad as the drop to 0.2 fps with local lighting but still a badly noticable drop. I believe its because SL is using version 2.0 pixel shaders and my card only supports version 1.5. |

My 5700 hums along quite happily with ripples turned on. This is in Grignano, which is particularly water heavy.
