question about Luna Lottery

Ok so there's the Luna and Ben lottery's held occasionally. If I recall I was here for the last one, seems some time ago, but this time I got a 'stand'. I have Questions if U can help.

#1 I see Luna is a sim, is it a 'special' sim? And if so how and why?
#2 If U WIN the lottery and space is this tier I will pay?
#3 How long now will those people who have 'won' these spots have them for?
#4 What other info can U give me that I don't know?:)

Luna is "special" because it's Linden-owned and managed, the only shopping sim that can claim this. I think the land might also be double-prim, like the four city sims (Miramare, Grignano, et al). You will not have to pay tier on the lottery plot you won in Luna, but this is the first time that is the case. The spots are to be held for either three or four months, I forget exactly which. The only other info I can think of (as a Luna veteran) is don't return the Linden build on the land; you will have a small number of prims to work with on your parcel, and the build there is part of it, so you have to work around it. Mazel tov! :)

Actually, more than double prims, last I checked it was a 5x multiplier. It used to be three months, but it's four months now.
