SC members shall serve for a term of 1 year, from the date of their confirmation by the RA.
II. Details
A. Length of the SC term
A member of the Scientific Council (SC) shall serve for a term of 1 year. An SC member's term is deemed to have ended on the day after the anniversary of their RA confirmation.
The term of an SC member confirmed on 29 February, will have ended on March 1 of the next year.
B. Renomination and reappointment
The SC may renominate any SC member whose term has ended. The nominee will be subject to the consent of the RA, and a vote of confidence from the Guild before reappointment into the SC.
C. Gwyneth's term
The current Dean, Gwyneth Llewellyn, has served in the SC for more than 1 year, and is thus an exceptional case. Her term is set to end on 1, November, 2006. If she is reappointed, the length of her new term is subject to II. A. of this bill.
D. Vacant SC
If at any time the SC does not have any voting members to nominate a citizen into the SC, the RA may, by a majority vote, nominate and appoint (with a vote of confidence by the Guild) one citizen to be a member of the SC.
III. Notes
A. Purpose
The purpose of this bill is to allow the SC, the RA, and the Guild to have an annual review of each SC member's qualifications for the position. It also allows individual SC members to gracefully resign from their positions without stigma.
This bill also serves to fulfill the RA's constitutional mandate to set the length of officials' terms.
B. Constitutionality
The constitution gives the RA the authority to set the length of the terms of all government officials, as per Article V, Section I:
"Officials in the Government are elected for a period of time according to the general principles of democratic rotativity to ensure proper representativity in a changing society, whose duration will be fixed by the RA by passing appropriate laws."
