Summary:
Divides the city proper into several zones with varying land fees

The city section of Neualtenburg (within the walls) shall be divided into five zones, per the attached map. (Note that the zone immediately south of Sudanestrasse is distinct from the public buildings near the platz, although the colors are similar)
The RA shall have the authority to designate land use fees and restrictions for the various zones.

This is a great start!
Could we identify this stage of our decision process as the "zoning" of the City, leaving for a second stage the assignment of varying land rates?
As I study the map, it crys out for an accurate mapping system, one that is easily available to each of us for proposals and discussions such as this.
For example, Claude had to color over Ulrikastrasse and Kendrastrasse completely. But I would suggest that the northern end of the red zone is a fundamentally different economic entity than the southern end, which is really like the yellow zone. And the purple zone comprises 3 or 4 house lots of considerable value, Altenburg which is a successful commercial zone, and the Schloss which seems destined to become a city-supported landmark-type building, or at best a public/private charity like the church or the museum.
Similiarly, Urusulaweg and the pub are considerably more "hot" than the outskirts of Sudanestrasse. Also, I would love to see Claude's proposal for the University get embodied in the zoning arrangements.
Perhaps I will bring a proposal for the building of a mapping system to the RA for budget approval. Some sort of system where a spider surveys each of the 4096 4m2 land quadrangles and outputs some standard cad-type data for import to a graphics application. Does this sound feasible?

The map was always intended as a first proposal. I suppose I grouped the entire purple zone together because of Kendrastrasse being its only access. Many residents have been around longer than I and have a more developed sense of the different parts of the city. I also grouped some things together to keep the number of zones manageable. This would be wonderful to do. I've tried to take some aerial shots of the sim , but had trouble getting everything to rez at the same time.

Is there a grandfather clause? What happens to us that own land in part of the city that is rezoned?

Zoning creates zones, it doesn't change monthly fee rates. The deeds all say that the RA, in its wisdom, might from time to time change the rate of the monthly fee. I feel that the intent of this proposal is not to change those fees. The intent of this proposal (as I would like to understand it) is to section the City into areas of comparable "value". Later on, should the RA decide that the City needs to raise more money per m2, it might use these divisions to assess various rates, rather than imposing them uniformly. A case might also be made for uniformity of rates. But that in my mind does not affect the idea of sectioning the City into zones. Quite frankly, it might be fine to impose monthly fees uniformly. I think that the City would be well served just by creating such divisions as these and determining, if we can, the relative revenue flow from each section, via registered vendors, recording land exchange prices, whatever. Whatever we do, I feel, zoning can help us understand our financial "value" better. Sudane

Ah... I think I was confused on the zoning. I'm less worried about my fees raising and more worried about the city telling me I have to sell woman's clothing or move.

I did a quick and dirty overlay of the plat map. The valley lots don't line up well but it's something.
