Constitution: Minimum Faction Size

Article IV Section 2 of the Constitution states:
All faction members must be Neualtenburg citizens and must join a special SL group created for the sole purpose of running for seats in the RA. No citizen is required to be part of a faction and cannot be a member of more than one faction at the same time. Factions must have at least enough members to fill 1/2 of the representative seats in the Representative Assembly. Members rank individuals in their own faction by means of the Borda count. Individuals will learn their ranks and those winning seats will have their ranks revealed, otherwise all ranks will remain secret. The faction vote will be taken at the same time citizens vote for factions. This ranking is used to select who will receive seats in the RA. If a member retires from the RA, a member with the next highest ranking in the same faction is takes a seat on the RA.
The minimum size for a faction is defined as 1/2 the number of RA seats. The problem with this, is that it yields a fractional number of members, if the RA has an odd number of seats (which it always does). Because Claude is putting together a new faction and we need clarification immediate, I suggest we adopt the following:

N_min = floor(1/2 * N_ra)

Meaning the decimal is dropped, making the current minimum party size two members. If he manages to get three members, it becomes a nonissue. We can make this official with an amendment at a later date.

How do you all feel about this?

The DPU has three members.

Personally, I've been rounding up, not down (figuring that a minimum of 3 dovetails very nicely with the SL group minimums).

Agreed. In hindsight I now think two is too low. Three it is and the issue is settled since the DPU has met that value. :)

I also agree on rounding up :) Aliasi's argument on the minimum requirement for groups won me over :)
