Elsewhere in the forum, I saw that questions from prospective citizens are welcomed. However, I didn't actually find any of those questions. Is there an FAQ somewhere. My particular questions:
The neualtenburg.org website says something about requiring references from current citizens. Is there a process for someone to apply to join the neualtenburg community? If so, what is it?
I know that productivity is important. Is this just a matter of being able to build and texture, or is there room for those with "soft skills"?

To join Neualtenburg, all you have to do is find a plot of land you like, agree to the provisions listed in the Terms of Service, Constitution, and Land Covenant, and talk with Rudeen Edo (who is the alt of Sudane Erato, the Treasurer).
Now, if you want to sell things in Neualtenburg, or help improve the city, that requires joining the Artisanal Branch, also known as the Guild. This isn't a a difficult process (around two-thirds of the citizens currently are Guild-members) but it does require a master-ranked person to sponsor you - this may have been the source of your confusion.

Referrals were something we used in the past to limit membership before we started selling land. I thought I removed all references to referrals in the new version of our website. I'll check that again. There are all sorts of citizens, from those that are engaged in all aspects of the city to those who are silent, paying only their monthly land-use fee. Just create two alts, create an ownership group, and then invite your two new alts to that group. Since creating new accounts is free, you just create two new players (alts) using the same information (and credit card) as your original account. A group can be created by right clicking on your avatar and selecting "Groups..." from the pie menu. ~Ulrika~

Not so, Ulrika. As I understand it, if you already have an account, alt accounts are still $10 each. (although this seems to be inconsistently charged.)
