Unsticking the Wikis

I'm unsticking and retiring the Constitution, Terms of Service, and Deed and Covenant wikis. All the data has been placed on the wiki integrated into the Neualtenburg website and will be maintained and modified there in the future.

In a few weeks I'm going to create the ability for citizens to log onto the website, giving them access to personalized information and the ability to edit different parts of the wiki, depending on their governmental roles.
