Journal Entry with Results from RA Meeting on 08-21-05
=====================
Voting determination as explained in the Constitution:
Article I - The Representative Branch
Section 6 - Legislative Process and Veto
A vote in the RA is a simple majority vote of representative seats. Constitutional amendments require a 2/3 vote.
The voting being determined today will not include a Constitutional Amendment, and therefore a majority Yes or No vote wins for each proposal.

Actions and Proposals Based on Current Votes For This Proposal:
*** Finalized on 9/11/05
Actions:
1. Request Guild to submit a plan and a budget for re-vamping the Rathaus to include: 1) Commercial space on the ground floors (at least mostly). 2) Meeting space upstairs for the RA and for the SC. (and the Guild, if they need that) 3) A space for the Repository of the City Deeds, and now, hopefully, for the Bills and Documents of the RA and the City at large.
2. Request Guild to submit a plan and a budget for the construction of a Museum of Contemporary Art (MoCA) to the RA for its approval. The RA will also encourage the formation of a "MoCA Management" (MoCAM) group, composed of citizens of Neualtenburg, which will operate the museum, and which will be responsible for paying the monthly fee applicable to the parcel on which the museum sits. All revenues from the operation of the museum will flow to the members of that group. The RA will reserve the right to periodically review the performance of this group and, should it deem it appropriate solicit a new group to assume this responsibility. Should the MoCAM decide to replace the building which the RA has commissioned and the Guild built, it will soley consider the Guild for the design and construction of such a building. The Guild will have the first choice of setting up the MoCAM if they wish.
Proposals:
1. The Univercity building received a majorty No vote. But RA member Gwyneth Llewelyn expressed a true need for an "organized education system" for Neualtenburg to help increase visitors to the city. Because the service role of the RA is to promote the city and perform long-term planning, Pendari Lorentz would like to propose that the RA works to form a committee that would be responsible for gathering information on creating an "organized education system" for Neualtenburg. This committee would present the RA a proposal based on their findings. At that time, the RA can determine a plan of action, including the possiblity of approaching the Gildemeister with a request to form a proposal for a building. This Proposal will be voted on at the next RA meeting.
