My proposal is to replace:

From: someone
The number of representative seats in the RA
is equal to 10% of the population or five whichever is greater.


with

The number of seats in the RA is equal to the odd whole number nearest to 10% of the population with a minimum of five seats.

What I hope this does is....

* Keep the number of seats in the RA odd (to prevent tie votes)
* Clearly set the threshhold at which seats are added (I believe this amendment would cause us to go to seven seats when we hit 61 citizens, nine at 81, etc.)

Sounds very reasonable to me. I also like your interpretation, which I view as being to the spirit of the original writing, no matter how badly it was worded :)
