Bill 4-11: Call for Proposals: Expansion

The RA would solicit proposals for Neualtenburg's second sim. Citizens wishing to submit a proposal should do so by May 1, 2006. Please note the following procedures.

The new sim should be contiguous with the existing sim. It should include a public amphitheatre.

Proposals should include a description of the sim theme, the sim location (which border will you attach to), major non required builds , and an explanation of the residential/commercial mix in the proposed sim.


The RA, with consultation from the Gilde, will choose a winning proposal. The proposer(s) must be willing to serve as volunteer members of the sim planning committee(SPC).

Please note that this call for proposals should not be interpreted as a commitment by the RA to expand by a date certain

Rationale:

Regardless of when we expand, there's no reason we can't start getting our ducks in a row. If we go ahead and develop an expansion plan, we may be able to get purchase commitments that will help fund the up front costs.

I also think the time has come to start discussing how we can expand Neualtenburg and how this expansion can be tied in with our marketing and general development efforts.

I recall that it was decided at the last RA meeting to table this bill for a seven-day discussion and a subsequent vote. I was quite thrilled to hear Gwyneth's thoughts on establishing a formal procedure for drawing up more detailed specifications for prospective sim planners and am wondering to which extent the current seven-day discussion and subsequent vote will take her recommendations into account? Can anyone help shed some light on this?

I've been working on a plan for an expansion, I'll be watching this so I can make my presentation to the right people at the right time to see how it flys.

The bill has been in seven say discussion for four days and nobody's discussing. Here's a second draft.

The RA would solicit proposals for Neualtenburg's second sim. Citizens wishing to submit a proposal should do so by May 1, 2006. Please note the following procedures.:

*The sim must be contiguous with the existing sim. Proposals should specify what road links will exist between the two sims and whether any roads or streets in the existing sim must be changed to accommodate the connection.

*The sim should be as close as possible to 50% residential, 40% commercial and 10% public land (to include a public amphitheatre).

*Proposals should include a description of the sim theme, the sim location (which border will you attach to),and major non required builds ,

All proposals will be open to citizen comment for a period of at least 15 days prior to the convening of the screening committee (see below)

The Gilde will apoint a proposal screening committee which will choose the winning proposal. The RA will then ratify this choice based on the extent to which it meets criteria set out in this bill.

At this point a sim planning committee will be appointed to map the new sim and prepare its marketing.


Please note that this call for proposals should not be interpreted as a commitment by the RA to expand by a date certain.
