Section 1

Strike the first sentence (Citizens....two members of the group) Add to the end of this section:

Citizens are those persons who own private land in sims subject to the city government.

Section 2

Add the following:

Citizenship may be revoked for violation of city laws or covenants, failure to uphold the constitution, or non payment of land fees.

Rationale

Article VI is not accurate and it's been confusing people for months. Let's amend it now to reflect how things now are and revisit it if/when we sort out a broader definition of citizenship.

Should this mention "either directly or indirectly through a group to which they belong"? Currently, nobody owns land in Neualtenburg (or do they?); rather, land is deeded to a group of which they "happen" to be a member.

Conceivably, though, in the future, an area on the mainland with people actually owning (in the LL sense) their own plots, could become "subject to the city government".

While you're modifying VI.2, shouldn't the length of notice required be updated as well? IIRC, it was a month rather than the week in the original constitution.
