So, in addition to having a list of fines for violating a law, I thought it would nice to provide incentives for those who are in compliance. For instance, having a best-build contest with rotating winners.
The burden of implementing this system would be on those in the RA. For every law passed that described a punishment, it would have to include a like incentive for not breaking the law.
How crazy is that?
