So we've started some discussions on transferring some of the government run business of Neualtenburg to private enterprise. Namely we started talking about the Art Museum, and I have started planting the seeds for private ownership of the Casino. So hopefully this thread can flush out some of our ideas and questions about how such a system will work.
First Question:
If the incoming management group already owns the maximum available land a Neualtenburg resident can hold, can they then also hold land for one of these business? Would the land just be "owned" by Neualtenburg and "managed" by private enterprise?

It was put there for just such a reason.  The maximum area one person can hold in the city walls is 1024 m^2, unless the zone is a privatized city build (Museum, Castle, Church, or Spital). ~Ulrika~
