In the section for purchasing your own island, LL states you can also send them a .raw file to help with the design.

What applications creates a .raw file that can be used to design land?

I *think* they're referring to raw heightfield data.

When you apply for an island LL sends you a largish document detailing in depth what goes into the making of your very own raw file.
It is all a bunch of tech speak so it usually makes people's head spin and ask LL for a default island instead
