I am unable to get into the knowledge database for some reason, in light of that, does anyone know where I can find detailed information on how to use the debug feature?
On Occasion, things that I am building will fall through the ground and I know I can use debug to get them back, I just don't know how and playing with debug randomly looked like it had the potential to really hose something up.
Again - any help is appreciated.

The easiest way to find out what things do is to play around with them. If you mess things up, just relog -- that'll reset everthing to the defaults.

Use Alt-Shift-5 to toggle the ground on and off. This will let you see prims that are hidden underground. (On the Debug menu, go to Rendering | Types to see what other things you can toggle.)
As Carnildo says, you can't really do permanent damage with the Debug menu, at least not by itself. The various are "passive"; they control what you see, but they don't actually let you make more powerful alterations to the world than you can normally.
