question about animated textures

Last night i saw a TV set in someone's home and i was shocked. I saw a few TV laying around the world but they were all slide shows sort of things, but this one played a movie. It was just a 5 second loop or something but it looked damn cool.

How can i make a moving texture and can they possibly be used in other constructions?
I'm thinking windows with a moving view...maybe a car with the row of lights flashing...like k-2000 heheh...some waterfalls, maybe even clothes with a flowing design.

I know some of these can be done...i just need someone with the power to show me how.
