underwater land

if i have a plot of underwater land, can build at water's surface and above? or is it everything has to be "underwater"?

You can build anywhere from an elevation of 0 meters (well below the lake/river bed) to 512 meters, and everywhere in between. There's nothing that says you can't build at water level, and if you look at places like the lake in Atlas, you will see that most folks do exactly that.

Keep in mind that building underwater or in the air above will keep the water area open for boating purposes. Many resident boaters would appreciate that!
