My friend has a skybox and I've set a Landmark there. However, when I try to go to that landmark, I end up on the ground not in the Skybox. My friend says all of his settings are normal and that nobody, even after setting a Landmark there, can TP to it. He has to offer them a TP. Then, it works. Anyone know why?

The problem maybe in the land detail settings in the options tab.
There are three options for the landing point, Blocked, Landing Point or Anywhere. Make sure the Anywhere option is chosen.

They have a Landing Point specified for the parcel, and so anyone other than the parcel owner ends up at the landing point if they TP to that landmark. Landing points don't affect the parcel owner, and oddly enough, don't seem to affect that original owner even after the parcel has been deeded to a group owned by that same initial parcel owner.
