Anyone know a way to get the space between two regions to smooth properly? I always get a valley where one side moves up while the other region moves down

You could try subdividing the area you're trying to match up into smaller pieces even downto 16m.
Ive found that when terraforming anywhere the work can go easier when you do this and then join them all back up when youre done.

No need to subdivide the parcel. Just use the "apply to selection" option.
Assuming that you have editing rights on both sides of the border: Open the terraforming tool palette. Select a 4M wide strip on one side of the region border, and use the Smooth terraforming option, and "apply to selection" button, repeatedly. Then select the strip on the other side, and repeat the process.
If you only have control from one edge, you *can* do it just from that side, but it takes a lot longer to make it work.

the smooth tool isn't working for you. you can only really effectively edit land in the sim you are in. you may have to walk back and forth, but I find just using the smooth tool, set to large, works fine. Maybe I am missing something here, this seems far too simple an answer. You will never get perfect texture seams, the sims will texture, even the same maps, a bit differently from sim to sim. that and the land is rendered live, so graduations in the 4 image maps are always shifting a lil bit.
