I'm new to this whole "the world is your sandbox" and i'm an uber newbie as well. How long would it take to construct a map of this scale?

I project like that looks like you would need your own private island. The island sims have relaxed terraforming restrictions and you can change the land up to 100m. You would need some tools like that to make the intensive terraforming your looking to do.
A whole sim costs $195 a month to maintain, plus start up costs. You probably could do it on a smaller scale, but I dont know if you would be happy with the results. I think you would actually want two connected sims to do it on the scale your looking for, but I dunno really.
Looks like a neat place, I would like to see it if you manage to get it done.

Also, a sim is a 256 x 256 meter square, totaling 65536 square meters... In the imperial measurement system, roughly 840 x 840 feet, or around 705000 square feet.

I'm brand new, I haven't built a lot of things yet, but could you cut size down if you made it tiny and had people shrink their avs inside?

Well your avs cant be automatically shrunk by a script, or even proportionally resized with a single slider. If you use an animation, you can curl the av up into a ball, I suppose, and hide it in a smaller space. But the walking, running, and flying speeds are constant and cannot be changed. So it would always feel like a small space.

Also, the land editing tools are a bit imprecise. You might be able to get more detailed terrain with a private island since the lindens let you use an image as a heightmap. But shrinking down a map will inevitably make it uglier.

Actually, I'd say most people in SL don't care about combat and would have it removed from the world entirely  Guns here are either fashion accessories or griefing tools. Then there's the odd person or two who uses them against griefers...

it would be a great idea... i have the perfect idea on no extra budget!!!! what you do is get our free 512 m^2 of land and make a mini blood gulch level. next, you get a good scripter and good modeler to make tiny master chief models and script them to get the weapons and stuff... all you need to do is have people fighting control the master chiefs and have mini combat, but youd have to have the camera angle and zoom let you see things clearly  im a huge halo and halo 2 fan, but im not a guy who can do this :/

Prim limit is a touch over 100 and to get decent detail and such for that kinda construction you'd need many fold more prims than that. I'd say get a cutout of a 512 chunk of land and build it in a sand box.
