For prim usage? If both are in same sim and not touching?

No... but I would support this feature SO LONG AS the plots are in the same sim.

Yes. You only have to make sure they are in the same sim. If you have two 512m plots, each one gets a prim allotment of 117 prims, or 234 prims total. You can leave one bare and use all 234 prims on the other one. The land just has to be in the same sim, you cant share prims between plots in different sims.

Well, I misread. The plots cant be linked if they arent touching, but they dont need to be for prim use, as I described.
If they are touching, you can link them and make one large plot with the land edit tools.

Actually, you CAN link plots that aren't touching. If you own both plots, and they are in the same sim, you can link them whether they are touching or not.
First, make sure you can see both plots at the same time, then right-click on one plot and choose "Edit Land." Make sure the "Select Land" radio button is highlighted and then drag a selection rectangle from the first plot to the second plot. You'll have some others' plots partially selected as well, but this next step will only affect your land:
Click the "Join..." button in the land editing palette. You'll be prompted to confirm the action, since doing so causes the land settings from the first plot selected to be applied to the new larger plot.
Voila! One large land plot, making land management a little easier.
Loki's comments regarding prim usage hold true, you are able to use the maximum number of prims anywhere in the same sim as long as the land you own is in the same sim. The plots don't have to be linked for that.
