Ok, for whatever reason, a while back the ruler that shows up while changing the size of a prim stopped scaling(when the veiw is backed out it would only give me, say everything in meters but as I move the view closer the measurments become finer, basically it would go from only showing say meters to showing a 10th or 100th of a meter), I really dont know if it was because the over all program changed or a setting did, but after searching around and messing with a couple settings I see no obvious way to change it back.
I finally stopped by the forums to ask this, thankyou to anyone that gives a good answer.

You can always change the spacing on the ruler if you want finer gradations. While you have the Object tab open in your Edit window, look for the "Options ..." button that's just below the "Use Grid" checkbox near the top of the window. If you click that, you'll get several options of things to adjust, including the grid units.

Do you have Enable Subunit Snapping turned on?

Yes I have already ticked the use grid option(long ago) and I have already looked at the sub unit snapping.
The options was one of the first places I looked, hence the no obvious way.
But anyway messing with that hasnt done what I wanted, the big problem is that instead of larger measurment increments while zoomed out some, I am getting every single measure of what have it set to and thats .01m which needless to say is quite a lot of measurements and isnt great unless I am closer in. Setting it at a larger measurement in the options box is no good either because I can zoom in as close as I want and it wont give me the smaller measurements.
So you see the problem of nonautoscaling rulers.

Local is only useful for near seamless prim placement The local ruler scales properly, what I am saying is that my world ruler used to scale and now it does not, it shows every single measurement, in this case(since i have it set small) it shows every point on a prim that is .01m so I have to get in close to have it made the right size.

That's very odd. I understand exactly what you're talking about, but mine autoscales just the way I would expect it to. If I set the grid unit to 0.5m and enable subunit snapping, my World ruler has very few tick marks between units when I try to stretch a large prim. If I zoom in on the prim and try to stretch it, I have MANY more tick marks. The smaller the prim and the closer I zoom, the more tick marks. There aren't many controls to monkey with, as you pointed out, so I can't explain why your ruler doesn't do what mine does if we have the same settings.

Great, I guess I need to find a linden or something, because while this doesnt really inhibit me its annoying(almost quite annoying), I am not sure its worth the trouble.
Well I know its not the viewer malfunctioning as this happened then I got a new computer and installed SL and its still like this.

this smells of a viewer bug.
