Is there a way to give someone land editing capability on grouped land without making them an officer in the group. We had a problem recently when someone who was building for us, disappeared and we had a difficult time ejecting them from the group as we had made them officers so they could modify the land. We dont want to get into the same position again. If I just make the land modifyable by anyone then it's open to too much abuse.

Good question. Im not sure, but I dont think so.
Is land editing an ongoing situation on the plot in question? If not, maybe a supervised situation with "allow land edit" enabled during the specific terraforming session could work?

That may be the answer as it's a lot easier to reverse than removing an officer in a group.
