If not, is LL is selling a product for which some critical information is still not determined?

Worse, are people buying a product with these unknowns?

In a nutshell, it is asking LL to give region owners and managers the ability to see the amount of resources individual avatars are taking in a sim, since avatars are a major drain on the server. This would be a far more effective tool at cutting down on abuse rather than some hard coded limit on the number of avatars in OS sims since it would only take 1 poorly scripted or heavily scripted avatar to use up all of a sim's script cycles.

It would be beneficial to regular sim owners as well. It is a tool that will help us help ourselves without some arbitrary limit being handed down by LL.

All that's happened so far (IMHO) is that people with the means and inclination are consolidating OS sims into full sims, presumably with some few people paying LL $250 per missing piece to upgrade. There isn't much evidence that anyone is foolish enough to buy anything NEW when consolidated sims are cheap and LL hasn't published a complete definition of "light use" for homestead or desolation sims. The OS debacle is a pretty strong disincentive to anyone disposed to consider estate land as an investment.

As of a few days ago, 7% (approx 1800 of peak 26600 sims) of estate landmass is gone - my guess is that this translates to conversion of approx 2400 OS sims to full sims. Makes you wonder what the success metric for the Q4 report is going to be? I'm guessing a headline like "Banner quarter for resident-to-resident Sim trade" is in the works.
