I am noticing I can only get an OS sim from LL if I already own a private sim. But what if I buy one from someone? Can I do that? If so let me know how much because I am interested. Thanks.

You cannot own an openspace/homestead island unless you already own a full-prim regular island first, regardless of whether you buy it from Linden Lab or do a land transfer from another resident.
If you don't already own a full-prim island, you can only rent- and there are plenty of estate owners offering them for rent. (And even all the ads here in the forums for "buying" openspace sims are really just talking about renting where you pay a 'purchase price' in addition to your rent.
