So where is the solution?

Open Space- nothing changes.
Homestead- price rise to 95USD, no further increase, monitor scripts, no businesses, don't 'take' anything away from what is currently in effect.
Small Business- price 125USD, limit on avs, scripts, etc to keep things running smoothly.
Don't mix different types of use on the same server, so that a homestead suffers because of a business sharing same server.
Not that fairness has anything to do with it.....

How about:
Homestead: Price is $95, and may have at most ONE rented parcel and one parcel retained by the sim owner for "protected land".
Business Class: Price is $125, and may be several parcels, rented to different clients.
