You do not have to call LL to reactivate an account. Just file a support ticket on this website (you can file a ticket for reactivation even if you are a Basic (free) account). Here are the instructions:

When you cancelled your account, LL told you the date it would actually be disabled. If you still know that, mention it in your support ticket.

However, if you want to call LL on their 866 number, you can do so for free using Skype, from any country. See:
