My OS billing date falls around the 23rd. of each month. Does that mean I have until the 23rd of December to abandon my OS to avoid paying the increase due to the way LL calculates peak usage?

The increase is for 1.1.2009, so you pay the old fee and then at the end of januar you pay the new fees.

Okay thanks for the clarification. I have never sold an Island or OS but recall selling a mainland sim that was just a couple days past my billing date and having to pay the full tier amount on the next bill.
