I'm a big dummy... Crap I'm blind. The name of the debug setting is ZoomTime. When Used with CameraPositionSmoothing you get the same effects as with the old sliders.

I have been on SL since Nov. 2004 and have always used Camera Transition Speed for one reason or another. This morning I was making an SL vid and using a slow transition time for a special effect. I logged out as soon as I finished the the video recording. When I re-logged this afternoon and updated I realized that I had forgotten to set the time to a more world friendly speed. When I went to turn the camera speed back, the slider was missing!!! Its a good thing that I kept the old SL installer. I had to un-install and then re-install the old version to get my camera back to working order.
This new client works just fine for me although I have yet to test the shadow rendering. (I have now and it drops my frame rate by about 40% crashes here and there, but more stable than I expected.)
The missing Camera Transition Time slider is defiantly a step backward. Just ask any person who makes videos in SL. (ZoomTime lets you set any dec. value, better than the maximum of 4 the old slider had.)
Editing to add....
I have a work around to keep the transition slider and have the shadows. I kept my install of SL V. 1.21.6.34051 in its original folder and installed the new viewer in a folder called SecondLife2. I put shortcuts to each one on my desk top. I can sign into both clients at the same time using different accounts and switch back and forth between viewers to get the effects I want.

Camera transition time is ESSENTIAL for making smooth machinima. All in all 1.23.4 is fine for me, but the missing camera slider is definately a showstopper! JIRA:

A few times, they take these options out of the Preferences section, but they are still accessible through the Advanced -> Debug Settings. Have you looked there?

Yes, I looked in the Debug settings. Its not there  I think that because it was a variable slider that setting true or false would not be applicable anyway. Thank you for the suggestion. By using two viewers at once any changes I make in one take effect in the other at start up. Kind of a pain in the butt of a work around but I can slow my camera in the old viewer, open the newer one and turn on shadows in the debug menu. If I open the old viewer with shadows turned on there is a cool effect, but no way to really play SL. Its possible to have both versions of SL going at the same time too. when both clients are running at the same time the changes you make in one do not effect the other. What ever viewer you close last will dictate what settings SL will have the next time you log in, no matter what version you're using.
