Residents owning property on a sim (who are paying SL real money) should be given priority access when the sim is "full." I own property in a sim that has been host to several large gatherings at clubs, which has prevented my access on several occasions. Access to sims should be granted on a first-come-first-served basis, with absolute priority given to property owners -- especially over those non-residents who are just dancing, camping, or otherwise idle.

Getting rid of traffic completely would solve all of these problems, and more. Because then people only stay places where it's actually worth their while, instead of because they are being paid for it. Crap clubs, casinos and malls with camping chairs, money balls, sploders etc would reduce in numbers, and everyone wins.
Most of the places that are on the 'most popular' list don't actually deserve to be there anyway, and without the money payouts probably wouldn't be anyway. There is no guaranteed way to prove that a high traffic location is actually any good, and in my experience once you get over a certain amount of traffic, quality drops off in performance anyway. If I see a 4096 plot with like 30,000 traffic... I won't even bother to check it out, because I know it will be full of zombies.
I'd actually like to know how much load is put on the network simply by calculating traffic. Instead of cutting useful features to reduce network data, maybe this is a much easier thing to remove.

I have the "server is full" problem now. Can't get to my parcel because of a neighboring club that has a ton of camping pads. I've been having this problem for the last few days and already did an AR on the pads... but who knows whether LL will actually do anything about it. I am trying to run a few rental skyboxes.. and if people can't get in to even see them, there is no chance of me renting them. So even if they give parcel owners priority access, camping pads STILL SUCK.
