I'm going to put this to the test.
Games like Slingo, Tringo, Monopoly, Uno. and the like are allowed in SL because they are "skill" based apparently. Problem all these have is, the outcome is determined by random factors. Gambling Policy
The reasoning behind this is the user determines the outcome, which is false.
Randomly generated factors contribute to the outcome.
English definition of game of skill.
English definition of game of chance.
All the current games in world have a "pay in" and a "pot" the person wins, ether by beating a set score, or a player created high score.
This said I can legally operate any classic gambling casino machine in SL ((with in set Linden Labs guide lines)) as long as I make it skill based in some way, and have a winner every time it's played.
English definition of winner.
The way I make it "skill based" is the person has to answer a random math problem in order to win $L. The way I make every one a winner is handing our prizes to every one who plays.

There are 2 solutions to this. You ether redefined the gambling rules, or crack down on ALL instances of violations, regardless of what it is, ore who operates it.
Looking at it, what is the real difference between keno (banned) and bingo (allowed)?

The only real games of skill are games like chess, checkers, chinees checkers, and the like, which require no random factors to determine a winner.

Surely black-jack is the same as tringo/slingo etc. then? As the random factor is the cards being shuffled, but the skill is in knowing when to stick or go higher.
There's always a winner in black-jack, either one of the players wins, or the house wins (since the house has a player in the form of the dealer).

Tringo however I would maintain is a lot more skill based than other games, but I do agree it has a definite random factor.

Slingo isn't skill based at all, a computer could be made to click a randomly appearing number if it appears in the column above it, and have the exact same odds of winning as a human.

Agreed, I'm surprised so many people play Slingo, when it is random to the point that there is no skill involved at all.
Tringo is only marginally better, the skill element is involved in being able to cope with not knowing which shape will come up next. But ultimately that is much the same as a card-game like Poker (where you place bets based on how likely you think you are to get a winning hand, or how likely you are to fool your opponents into thinking you have a winning hand).
