Town Hall Question: Limit Number of AVs by Parcel Size?

Is there a possibility that the number of avatars allowed inside a sim can be determined by the size of a parcel within a sim? As an owner of over half of a sim, I find it unfair that oftentimes I cannot even get to my land because a casino or a nightclub in a much smaller parcel in that same sim has the maximum 40-person count. And often, many of those people are "campers" or "AFK"! Thank you for considering this.
