As a builder, I find it an impediment to not be able to see every effect i add to my products. For some reason, I can't make the glow effect in textures work. I can raise the number, but I see no changes...
I tried fixing it in prferences under graphics, but it is faded and does not let me click it. Is there something wrong with SL? or is it me? Please help!

Over in the texturing forum they could probably help you more with this. I think they have topics like this.

I haven't tested this yet, but it might be incompatible with some other texture features, similar to how setting transparency cancels out certain features like "shiny".

you can force set it to "on" in debug options somewhere, it will either work or crash

From: Liandra Hellershanks If I understand what you're asking correctly, nothing's wrong with SL or you, your video card simply doesn't support the glow effect. Possibly, although it may be dependent on selecting some other Graphics preference that's currently unselected. With both the RC4 and 1.20.16 viewers, I don't see a "Glow" option anywhere on the Graphics tab, so I'm wondering if a viewer upgrade may be worth a try. Just by trial and error, it looks like "Basic Shaders" needs to be selected in order for Glow to work. If selecting Basic Shaders is impossible, then yeah: either the graphics card or its drivers just can't make the grade for Glow.

if the issue is drivers, good luck finding drivers that work, and if the issue is the hardware isn't powerfull enough to do glow, good luck getting the money to buy some that is
