I was on my island earlier and the sun was sort of rising, the stars were still out, the only thing was that SL time was 11.55am.
Is this normal? I tried the different world settings, forcing noon time brought bright sunshine, going back to default time zone brought the stars back out, less than five minutes from noon.
Anyone else experiencing this?

SLT is basically California time.
The stars moon and sun go through one "virtual day" every 4 hours.

Somebody posted the schedule a while back. An "SL Day" is 3 hours of daylight and one hour of darkness, real time. The 24 hour clock of SL Time has nothing to do with the sun's cyclical position in the sky. It's just a reference point for all to use, so we know when to meet in-world, and it's locked to USA West Coast time, where LL has their home office.
I think one reason for the fast day cycle is so that anyhwere on the globe, if it isn't daylight now, it will be soon. How would you like it if during the time period when you had the most time to play, it was always night in SL? While other parts of the world it was always daytime in their prime access hours. This way, we all get to watch sunsets and sunrises, no matter when or where we access SL.

Also, some regions can be permanent night or day - can't they? The region may override what the SL day is.

Any private island owner or their estate manager can lock the sun at any position in the sky that they choose. I know one sim owner who always locks his at twilight.
