Edit an object and the "tools" reappears.

As for where it went: There's a significant restructure of the menus in the works, the idea being to simply the menus for those who do not need some of the functionality.
For some reason, LL decided to hide the "Tools" menu before any of the actual restructuring was done, apparently forgetting that "Tools" contained several functions not related to building. It has been reverted, and is lurking, to be pushed out with the next client version. (http://jira.secondlife.com/browse/VWR-6328, fix pending). -I suspect/hope we may see more changes to the menus before 1.21 goes official, but at least Tools will reappear. |

You could always try one of the alternative viewers like the cool sl viewer or nicolaz viewer etc.
they all have the removal of the tool menu undone. |

Or you can.....
Open up "Wherever your SL Client is installed"/skins/default/xui/en-us/menu_viewer.xml (change default to sliver if your using the silver skin, and change en-us to your language) around line 589 You will see this <menu bottom="-18" create_jump_keys="true" drop_shadow="true" enabled="true" height="510" label="Tools" left="0" mouse_opaque="false" name="Tools" opaque="true" tear_off="true" visible="false" width="250"> find name="Tools" and change it to name="Toolz" or even name="Give me my damn tools back" Save the file, the next time You restart the tools menu will be back. (oddly setting visible to True didn't do a thing.) |
