Decreasing lag could have a lot to do with what scripts you're running. Do an estate/region debug and it'll tell you all the heavy scripts. Disabling some of these might decrease lag. And while textures don't really affect lag, perhaps you could check that you don't have a lot of huge (anything over 512x512) textures on stuff. It takes the client a while to load large textures.
