You can only join parcels that are owned by one owner - either a group or an individual.
PLUS!! - The parcels have to be in the same sim
PLUS-PLUS!! In your case it might be better not to join the parcels. Just have them with a single owner. That way, you can use the total prims of both parcels (in the same sim) any way you want over the two parcels, but can have different permissions, media etc, in each parcel
MINUS_MINUS!! While I was editing in PLUSes, Qie was typing

TIP: Do not turn on autoreturn until you have checked in the ABOUT LAND window whether all of your items are set to the group that owns the land.

If both landowners are absolutely sure they trust each other completely, they can make a Group, deed both parcels to the group (contributing tier with the deed), and then the group will own all the land and the parcels (within the same sim) can be joined. It may not even be important to join the parcels, really, because as long as they are in the same sim with the same owner, the prims are shared between them; the only real difference is that, if joined, they will have all the same parcel settings (as in About Land) because they'll have become just one parcel.
The Group-deeding thing has another advantage: a 10% tier bonus. So, for a 512 sq.m. contribution of group *tier* (not just land), the group can actually own up to 563 sq.m.; for two such contributions, that would be 1126 sq.m. Land only comes in 16sq.m. chunks, though, so practically the group could own 1120 sq.m., if there happen to be cheap microparcels available somewhere.
The down-side is that a very select few scripted objects would also have to be deeded to Group. Things that control parcel media and audio settings, for example (TVs, radios); some security systems; stuff that counts who owns what prims; maybe something else I'm forgetting, but only such rare things.

If you and your partner create a group and donate your tier to that group, you'll both be able to co-own the land as a single parcel using the combined tier total. Also, you'll get the benefit of 10% additional tier for free. (^_^)y

Setting to group isn't the same as deeding to group. The "setting" part is a pre-requisite, and mostly controls what does and doesn't get auto-returned. To deed to group, the current landowner has to check the "Allow Deed to Group" box, which should then make available the "Owner Makes Contribution With Deed" box (and the Deed button).
Now, if the Owner line actually shows the Group name, then the deeding did take place already. If that happened without the "Owner Makes Contribution With Deed" box checked when the Deed button was pressed... actually, it should have refused to let you do it, fussing that the group doesn't have enough tier.
May want to check the group Info window, "Land & L$" tab to see what the Group really has in terms of land and contributed tier. (That's also where you can adjust the amount of tier you've contributed, once all the deeding is done.)
