...floating police robots that go up and down the streets and when it passes someone it stops and "scans" them, telling them to remain still, then a couple seconds later it floats away and calls you like a sub-lifeform or something like that? and it gets pissed off if you sit on it? and there are random AI cars floating up and down the streets too. and there was a big bronze color statue of a chained up guy right at the spawn point. the place started with an S or something... and the description had something like "where fugitives of blahblahblah can find refuge from something something blah"

Suffugium. Very cool place, too. I remember going there when I was still pretty 'green.' really an experience to explore.
