ok, so i've never bought any pets before and today i bought this big tiger for 1900L. i know nothing about all the complicated things.. forgive me. how do i make my pet follow me when i tp to different places? it is not wearable. i do not own my own land.

You don't need to own land, just find a sandbox or other place where you can rez it.
You will probably find that a menu appears when you touch him which will enable you to make him sit, lie down, follow you etc.
Call the vendor, Im sure he will be glad to help you.

now i am thinking it is a waste of money.. because it cant follow me on others land. is there any way to make it wearable pet but not look weird?

The chances are something as large as a tiger will look odd as an attachment. You can try it: from inventory, right-click it, Attach to... (somewhere). Then when it rezzes, right click, edit and reposition it so that it ends up behind you & to one side. I suspect it'll bounce along following you and look very unrealistic, though and many of its scripted features won't work.
If it's transferable (I suspect not, as pets, being easily lost, are often copy/no trans) you might find someone to sell it to.

most pets won't follow you when you TP. you have to take it back in to inventory and rerezz at the new location. if you ware walking or flying, you have to go slow so it can keep up.
if someone has "no object entry" set on their land, your tiger will not be able to follow you in to their land.
don't give up. you'll find spots you can use the tiger, and spots you can't. you might save him for when you revisit regular spots that are your faves... clubs, etc.
where'd you get it? i wanna see your tiger. can you post a pic?

It will not follow you when you tp, unless it is an animal you wear, so be sure to "take" it back into inventory before you tp or log off.
It can be frustrating to find a place to rez things, but there really are many places you can in SL. Most private islands I hang about seem to have build permission set with an autoreturn of however many minutes in their public spaces, which is fine for your purposes. Once you rez your tiger, it can follow you into no build areas, unless "no object entry" is set.
