hello
can I upload a jpg file from my pc to SL and use it as my picture in my profile ? I assume I can but if so -- how ?

Yes, you can.
Click File>Upload Image. Keep in mind this costs 10L.
After uploading it, find it in your inventory. Open your profile and drag the image from your inventory onto your profile picture.
I'd be more specific, but I am at work and don't have SL up.

To avoid distortion the picture should be in 3:2 format before you upload it, e.g. 768 pixel wide and 512 pixel high.
