May need to re-tweak the WindLight settings, because I think you'll probably get a whole fresh batch of preferences with the RC.
Other than that, my first suggestion would be to reboot the machine. I've seen weird situations where the old client didn't completely exit, and with the RC running at the same time, there could be some pretty nasty resource contention. Anyway, if you haven't tried it, it may be worth a shot.

check Edit/Preferences/Graphics/Custom.
In fact, check all your Preferences to see if anything needs updating or putting back in order.

try checking this section of the preferences...
I find the best settings for me in this part are as follows...
preferences > input and camera
I set the camera follow distance at 3 camera transition time at 0 and camera smoothing at 0
no harm in trying those, may or may not help

Oh, just a thought: as I recall, the RC is where they started doing something different with anti-aliasing... from the Hardware Options menu of Edit / Preferences / Graphics. If that isn't getting along with the settings of the graphics card control panel, I bet things could get *really* slow.
While in that Hardware Options menu, might also try cutting the graphics card memory in half, just as an experiment. Some folks with high-end cards reported that this sometimes defaults to twice what actually works. (Those reports were a few RCs back, though, as I recall.)

Could you clarify what you mean by "responding when I push a button"?
A button on your mouse? The buttons at the bottom of the screen? A key on the keyboard?
What sort of things take too long to happen? For example, if you press Alt-F does it take 3 seconds for the File menu to appear?
What are your system specs? What is the draw distance set to? What is the bandwidth slider set to?

1 - applies to all those 2 - everything. yes. 3 - amd athlon 64 x2 6000+ (3.0ghz each), 3gb ram, geforce 8800gt OC. i can play Crysis on very high settings at 45-50fps, it's not a spec issue 4 - it can be lowest or highest, does it on all settings 5 - 700kb/s, my isp download speed is 1200kb/s i'll say it again: this only happens on the RC build. on the regular build, everything works fine, no delay on max settings

Only to point out the obvious, RC builds are tester build. I stopped using them myself after the last series of RC's began because it was too troublesome. You may want to report it as a bug in being a tester, or simply return to the stable client depending on your level of patience in troubleshooting. And credit to those who use the RC's and troubleshoot them so patiently.
