Child Navigators

I've recently become obsessed with sailing in SL but I'd like to complain about Child Navigators.

Why are the freeloading little buggers allowed to get away with not doing any work? There should be more of them doing the navigation, instead of floating around the Blake Sea on someone else's boat just polluting the place with their sweet wrappers.

Wouldn't child labor laws restrict putting children to work as navigators, or deck hands, or any other arduous or potentially hazardous duties?
