Ejection from group- permanent?

If i eject someone from my group that is an open join group, can they in turn just sign right back up?
How are these new devices that promise to keep that from happening actually work?

They can just sign right back up.

Unless the devices are bots that eject them again if they sign back up, i dont see how they could work.
